Summary/Abstract: Many notorious European scientists are called as experts to the Paris Peace Conference (1918-1919), amongst which is Arnold Toynbee. Their main aim was to propose a prescription guaranteeing the peace by the means of a new international order, based on a just model for national borders, coinciding with the ethnical realities both for the victors and the defeated.
