Summary/Abstract: Objective: This is a comparative study searching the impact of the structure of public hospital association, the framework of conversion program in health sector, on the delivery of health care taking the managers and employees’ views into account. The change in the system in 2017 is to discuss this data. Methods: A four-point Likert-type survey was used to collect data in the study. The scale used by Bostan et al. (2012) to measure the impact of change in health on hospital services was developed by adapting this scale to this study. Data were collected from seven hospitals under the structure of three public hospitals association with the participation of 325 managers and health workers. After testing the reliability and validity of the scale, the data were analyzed by descriptive statistics and independent samples t test. Results: According to the results of the implementation, the health administrators and workers stated that the change in the managerial area in public hospitals were positive (2.75 / 2.73), the resulting numerical changes were increased (2.52 / 2.53), in general, the important of the service components were increased (3.09 / 2.86) with public hospital associations implementation. In addition, it was seen that there was no change (2.31 / 2.28) in terms of the health worker in public hospitals according to both health managers and health workers and that the opinions of the public about public hospitals were positive (2.81 / 2.72). Conclusion: According to research findings; it has been understood that the practice has been adopted by the health workers and the hospital administrators to a great extent, provided positive change, increased patient satisfaction, and proved effective management and decentralization. Nevertheless, it can be said that healthcare workers do not get enough shares from the transformation.
