About the Necessity of Elaborating an New System of Indicators For the Measurement of the Social Level in Bulgaria

Summary/Abstract: This article discusses problems and positions about the actualization and in essence the elaboration of a new system of the social level in Bulgar¬ia. This necessity rose basically under the impact of two factors — dynamically changing social and economic situation during the years succeeding 1989, and the work of the National statistical institute for the integration of the state information system to the information systems in Europe and the world. The article discusses then the actual objects and tasks of the system of indicators under the conditions of ongoing transition and development of the state towards a market economy. An attempt is made to define the contents and structure of the concept of "social level" and its link to other concepts, such as "level of living", "way and quality of life", "style, standard, and conditions of life". The exposition underlies and accentuates on the circumstance that the system of indicators is precise from the statistical point of view which suggests that each indicator is a result of the application of statistical methods in the processing of the individual information received. This is a basis for the discussion of logical and semantic conception of statistical indicators and the framework of the system in its fundamental thematic directions.
