Judicial and Legislative Process and Estonian Accession

Summary/Abstract: I have been asked to provide some comments on the effect of accession to the European Union on the Estonian legal system. This is an important, complex and rather huge topic, and I will not do it justice here. Instead, I have narrowed the question down to ask whether two legal process oriented sectors within the Estonian legal community (judicial and legislative), are ready to handle certain challenges of membership. I hope that this will provide a glimpse of some potential effects of membership, as well as insight into the dynamics of legal reform in the accession context.
