Summary/Abstract: A Black Sea area common strategy is a desirable and possible objective for the countries in the region. This strategy should respond to several purposes: inclusiveness or involvement of all the countries in the region; fitting into existing structures (NATO, PfP, EU). It should rely on two different but compatible strategic concepts, of EU and NATO, that ask for active engagement of both organizations in the Black Sea region. There are five important challenges to this endeavor: weak involvement in organized cooperation of Russia, Ukraine, Turkey and the absence of Greece, the concern of the Caucasus region. The fact that all the countries in the region do not share common interests and the lack of a common threat perception constitutes a major impediment to putting in place this strategy.
