Summary/Abstract: The energy security has become one of the main issues on the world politics agenda. Russia, as the owner of one of the richest deposits of energy resources, has become more and more aware of the leverage it can yield by transforming energy into one of its main foreign policy instruments. In this respect, beginning with V. Putin’s first mandate, the Russian administration on the one hand, started an incremental process of nationalizing the biggest companies and marginalizing the foreign private partners with respect to having a stake in the oil industry< on the other hand, Russia started a well-designed campaign of taking over the gas and oil transport network especially in the CIS countries, an undertaking that resulted into the well-known gas conflicts with Belarus, Ukraine and Georgia. Bolstered by the high oil prices and consequently high revenues, some representatives of the Russian political elite began speaking nostalgically about a “liberal empire” in recovery, which would be driven by an important economic weight on the global scene and a more assertive Russia.
