China and Russia towards global challenges of climate change

Summary/Abstract: The attitude of China and Russia towards the international challenges of climate change is significantly different. While China entered the stage of ecological transformation, making an effort to increase the share of low-emission energy sources in the country’s energy balance, Russia protects its economic interests based on the policy of promoting hydrocarbons as an export commodity. Chinese climate policy and transformation towards the extension of the share of clean energy in the national energy supply structure, plays an important role in creating global trends and in the long run may lead to China to overtake a main position in combating climate change. Russia declares that it will comply with the Paris climate agreement, however, the progress in adapting the economy to the requirements of GHG emission reduction is limited, and the main focus is on the potential of absorbing emissions by vast Russian forests. Russia lacks significant steps for economic transformation and implementation of effective measures to reduce the energy intensity of the economy. As a consequence, both countries differently define potential economic benefits from the pursuit of a cleaner energy balance and are not related in the technology partnership in the dimension of climate policies.
