Summary/Abstract: As all communication systems advance, the question of state control of radio and TV broadcasts across the borders is becoming ever more important. The Soviets stress the necessity "to safeguard the sovereignty of states against any interference from outside", and the UN-General Assembly passed, with overwhelming majority, a resolution demanding the formulation of principles "which will guide countries in the use of artificial satellites for direct TV transmissions". Behind this vote (which showed only one No, that of the USA) there stood the general fear the USA might obtain an overwhelmingly strong position in the fields of information and communication due to its leading position in technology.
