Summary/Abstract: There are big differences between the levels of development of metropolitan areas and those situated outside them, called peripheral areas. There are also differences in factors and opportunities for development. The author evaluates development factors in poviats (counties) in the peripheral area of Pomeranian Voivodeship. He also analyses the spatial conditions of area development. An important condition is 30 kilometres as an acceptable distance to the workplace. It follows that the daily urban system based on county towns and some other towns can be used as a unit for the regional policy. Dilemmas of regional policy that are of interest to the author, are: efficiency versus cohesion, support directions (supporting existing businesses versus new businesses development), width and flexibility of the intervention rules.
