II. GENERAL EVALUATION ON THE PLACE OF THE PARLIAMENTARY SYSTEM IN THE PRESS RELEASE

Summary/Abstract: Political systems constitute one of the most prominent aspects of the fields of history and public management. One of these is definitely modern state government and parliamentary system with its nature compatible with democracy. Although the evolution and development of parliamentary, in other words assembly, system dates back further behind, its today’s understanding and perception appeared in the second half of the 19th century. Developing because of both domestic and external reasons occurring in a period during which Ottoman Empire was in struggle with political, military and economic crisis, current practices, function and development of parliament and parliamentary system has always been a significant interest and research subject. Likewise, the existence of parliamentary system has the meaning for prevention of democratic and modern system. Thus, Second Constitutional Era Parliamentarism is important in terms of showing the first core of the mentioned democratic principles for Turkish Politics and has the characteristics of elementariness in the period of Turkish Republic democratic parliamentarism.
