Summary/Abstract: The article refers to issues related to the establishment of Agenda 2030, presents the history of its adoption and the way in which people’s approach to the assumptions contained therein has evolved. The genesis of sustainable development is presented, the way in which it should be understood is a vague concept and the legal framework of the system in which we have to function. There is a remark about low public awareness of citizens and the role of the commune in planning and shaping sustainable development. We consider the role of the state in this topic, and the role of cities with poviat rights - other important entities in the system. The concept of metropolis and their impact, as well as the impact they have on nearby municipalities, appears.
