Summary/Abstract: The 2010 National Security Strategy of the United States (NSS) lays out the President’s vision for the U.S. on the world stage. The key difference brought by the 2010 NSS, compared to the previous versions (2002/ 2006) is that it considers armed conflict as a last resort when diplomacy is exhausted. Therefore, the document seeks to balance defense policies, diplomacy and development. The U.S. military capabilities (hard power) should be combined with Civilian instruments (soft power). To keep the U.S. leading role in global affairs and restore its image in the world, the 2010 NSS aims to maintain and attract allies through diplomatic channels (communication, dialogue, persuasion, propaganda and culture) and social and economic development (humanitarian, health, scientific and technical aid) deployed especially in vulnerable areas. The paper shows that the NSS of the Obama Administration offers a strategic vision for how to integrate soft power and hard power into “smart power” in order to efficiently address current and future security challenges around the world.
