Summary/Abstract: In this paper, the author argues the need for the proper scientific integration in the classification of political regimes of a particular type of non-democratic regime, manifested as a failure of presidential government, especially in countries that underwent political transition in the third wave of democratization. The first part of this paper discuss the existing academic that endeavors to grasp the reality of this political system; while the second part demonstrates that the main characteristics of presidential system show a propensity for the authoritarian manifestations that end up in this type of regime, defined here as „formal democracy”.
