Summary/Abstract: Using a constructivist approach, the paper highlights on the one hand the factors that have shaped both EU and Russia’s identities and subjective interests towards the issue of energy security, and on the other hand tries to enquire whether the two entities form a regional energy security complex defined by the energy security issue. In doing so, the article presents several actions of securitization and the EU – Russia energy dialogue in its institutionalized form. The relation between parties could be considered either as forming a heterogeneous security complex, where energy is a security sector above the other ones, or as between two distinct RSCs where several transformations are possible.
