Summary/Abstract: This article examines the category “homeless” and how it was used in the political rhetoric between the two world wars. Furthermore, it explores how the struggles over this category were crucial in shaping the image of the city’s periphery. At the intersection of the rational strategies of the key players in shaping and defi ning the issue of homelessness – the state, the municipality, banks and homeless – and the specifi c attitude towards private property in the interwar period, the “solution” to the homelessness problem produced the case highlighted here: homeless with a home.
