The Function of the State in a Market Economy

Summary/Abstract: Economic policy has the task to ensure that the preconditions are met for the realization of immediate and long-term aims of economic subjects. The market by itself cannot achieve this. Therefore, certain limits of the autonomy of economic subjects are necessary. Yet it is important to avoid the danger of proliferating mediating institutions and to create an optimal relationship between self-managing autonomy and state intervention. Inappropriate state regulation within the Yugoslav economic system takes the form of detailed prescription concerning secondary questions on the one hand, and, on the other, of neglecting to regulate matters in agriculture, money and monetary institutions, and scientific research. The decentralization of the federation’s economic function by assigning these to the federal units themselves has not increased the independence of the economic subjects. It is still in the competence of the federal state to secure equal conditions for economic activities, economic balance, and economic growth. The constitutional changes that are being prepared at present will not bring any radical changes in the institutional elaboration of the economic system, nor in Its internal relationships and competences.
