Summary/Abstract: The author analyzes the social situation and the institutional presuppositions for the creation of cultural needs and of the development of culture. Innovative concepts of cultural development are conditioned by material means, resources of personnel, and the structural features of the institutions in that social area. Their mutual relationship is illustrated by data resulting from empirical research into cultural development.
