Summary/Abstract: Under the influence of the French industrial revolution two types of democracy developed: in the first, the democratic movement is linked to a constitutional order in which power is constrained by law; in the second the democratic movement resolves legal constraints and takes on a totalitarian form. The author decisively argues for a democratic constitutional state as the only suitable political order for our era.
