Summary/Abstract: Defence budgets are no longer a priority in the modern security environment. More and more money is being spent on the organised crime prevention as the biggest threat to the security of modern society. The global economic crisis gives more momentum to the growing requests for the rationalisation of human and material resources. On the other hand, the stand of the EU, with regard to these trends, still remains unclear. This paper looks at the possible answers to the question – what are the instruments that the EU should apply in order to remain competitive in the global market game?
