Summary/Abstract: Right from the beginning, the European Communities and, subsequently, the European Union have sought to improve living and working conditions, foster appropriate social protection, social dialogue and development of human resources with a view to ensuring a lasting high level of employment while combating exclusion. These endeavours were inspired by the European Social Charter of 1961 and found their reflection in the Community Charter on the Fundamental Social Rights of Workers of 1989. The Union recognises and promotes the role of the social partners at Union level while taking into account the diversity of national systems, and facilitates dialogue between the social partners while respecting their autonomy. The EU’s aim is to work towards a social Europe and to this end the Heads of State and Government of the EU Member States adopted the European Pillar of Social Rights in the EU Council meeting of 17 November 2017 which is analysed here
