Summary/Abstract: In this research paper will be given empirical analysis about political and legal changes after the fall of communism in the Western Balkans with a separate emphasis on the process of disintegration of former Yugoslavia and the creation of an independent state of Macedonia. Important place in this paper occupy the challenges facing society in the period of prolonged transition in Macedonia, focusing on the policy process in conformity with multiethnic society model of Arend Lijphart models of democracy. This scientific research will reflect the advancement analysis about events and changes in socio-legal and economic future of the societies that abandoned communism. Also in this paper the political culture is addressed which was largely conditioned by the legacy of authoritarian political culture and the creation of a democratic political culture, emphasizing its role in the creation of new actors in the policymaking process.
