Summary/Abstract: During the wars in the former SFRY and Rwanda, it was decided to establish ad hoc international criminal tribunals which should compensate for the passivity of the national criminal courts. The Security Council established the Hague Tribunal (the International tribunal for the prosecution of persons responsible for serious violations of international humanitarian law committed on the territory of the former Yugoslavia since 1991), and the International Criminal Tribunal for Rwanda (the International criminal tribunal for the prosecution of persons responsible for genocide and other serious violations of international humanitarian law committed on the territory of Rwanda, and Rwandan Citizens responsible for genocide and other similar violations committed on the territory of the neighbouring states, between 1st January 1994 and 31st December 1994). The Hague Tribunal is a complex body and it consists of the Chambers (three trial chambers and the Appeals Chamber), the Prosecutor and the Registry. The Statute provides the jurisdiction of the Hague Tribunal, apart from the temporal jurisdiction whose extent should be determined by the Security Council. The International Criminal Tribunal for Rwanda was established later than the Hague Tribunal and it is highly similar to its forerunner. These two tribunals have the common Prosecutor and the Appeals Chamber. However, beside many similarities between these two tribunals, there are quite a few considerable differences.
