Summary/Abstract: Social security must be reformed in order to be sustainable, In due course, it is necessary to take into consideration not only the characteristics of the system itself (such as the level and the duration of applying these rights, or the demographic structure of social security holders) but also the distribution of responsibilities and obligations. Social security is an issue, which is not to be handled only by government authorities; enterprises, trade unions, the industrial sectors, and individuals have their role there as well. Bearing in mind that social (secured) risks are to some extent endogenous, social security issues should be regulated at such a level which will most directly impact the risks and improve the efficiency of the social security system. It can partially be achieved within the public administration system, for example through risk assessment. Alternatives might include moving from collective agreements to more individual arrangements, the most prominent examples being multi-level systems and savings accounts. Multi-level systems mainly imply a new distribution of responsibilities and obligations, taking into account the endogenous nature of social risks and the implications of the contemporary life cycles. Concurrently, they offer a wider range of individual options. Anyway, in the course of social security reform there should be a balance between fairness and efficiency, between solidarity and the freedom of choice, between moral-related risks and negative selection. The choice is hard because social security is not only the issue of "safety". It plays a significant role in organizing our society, and entails many social values.
