Summary/Abstract: The relationship between the management of public organizations and the political environment have produced a rich literature. Researchers have tried to identify the external factors affecting the management of public organizations, to assess the extent in which the budgetary regulations of the legislative represent limitations to the management of human relations within public organizations, to evaluate the manner in which political influence is reflected upon the decision-making process within public organizations, to detect the influences upon the managemeent of human relations (recruitment, selection, promotion) within the public sector, and, last but not least, to better the methodology of empirical studies. The research on the relations between politics and administration has often highlighted the influences of policies and practices within public organizations by political representatives and the functioning of the spoils system, as opposed to the merits system, as regards the employment in public offices.
