Summary/Abstract: Political control over the bureaucracy has given rise to rich debates within the administrative research. The role appropriate for the bureaucracy within the democratic governance has become a subject of controversies for theoreticians and researchers. One of the parties of the debate uses the argument according to which political control and bureaucratic autonomy are dichotomically opposed, while the other party sees this relation as a continuous interaction and reciprocal influence. This study aims at discussing the relations between politics and public administration, by presenting the literature on the politics-administration dichotomy and the theory of complementarity between politics and administration.
