Summary/Abstract: Post-communist transition to democracy implied complex transformations within the economic, social and political system. Systemic changes are also a trademark of relations established at the level of government and an element of instability as regards the institutional structure. By locating governance in the realm of coordination, steering and guidance, the present paper de-constructs the formal institutional framework which encapsulates governance and intra-governmental relations during Romanian transition. The approach is historical institutionalist encumbing institutions as “rules of the game” which expound the orientation of the political system, the influences upon political behaviour and the anchoring of public policies within a pre-established template.
