Summary/Abstract: Cooperation is not a voluntary act, but a duty of states. It concerns all countries, regardless of size, political situation, level of development, participation in an international organization, having regard to all areas of international life: peace and security, economic, social and cultural cooperation, science and technology. This principle includes both the right and duty of every State to take part in international cooperation. In this concept, each State has the freedom to participate in those actions and forms of cooperation as it deems appropriate to its interests, according to their object, their purpose, conditions and other matters. They can choose cooperation partners in one or another of the concrete fields of international relations.
