Summary/Abstract: In article features of regulation of the sphere of social service in foreign countries are investigated. The author, having investigated practice of some developed countries in the sphere of social service, generalizes their characteristics. The author, including acceptable transfer of the state orders to nongovernmental organizations in the sphere of social service, specifies its primary parties.
