Summary/Abstract: In the last years of the 20th century, the Kołobrzeg seaport was neglected in terms of investments, with a fragmented ownership structure and an ineffective management system. In 2000, local authorities took over the responsibility for the port’s development. A body called Seaport Management (ZPM), was established to manage the premises of the structure. The aim of the following article was to determine the role of the public factor in the development of the seaport in Kołobrzeg. Secondary information sources were used and research results were presented in the study. Surveys and in-depth interviews were conducted with the representatives of the municipality, and the Seaport Management. The public factor identified the priorities of the port’s development in strategic documents. They assumed a complementary development of all the functions of the seaport. Achieving the set objectives required modernization of the port infrastructure, improvement of transport connections with the port, municipalization of the port area, and increasing the scope of the Seaport Management’s powers. The local government along with the Seaport Management realized the assumed direction of the port’s development. The role of the public factor in the improvements in the port’s operation is significant. Despite numerous positive changes, the full development potential of the port has not been reached yet. Completion of the objectives defined in strategic documents will require increasing public supervision of the port’s operations and providing funds for the finalization of the investment process. In order for the aforementioned postulates to be realized, system changes are needed which would aim at increasing the scope of powers of the Seaport Management. It is also recommended that the state participate in the development costs of the port’s infrastructure.
