Summary/Abstract: Energy companies provide services in the field of public utilities, such as sales, or the provision of transmission or distribution services for fuels and energy. Therefore, the Energy Law Act obliges energy companies to conclude civil law contracts related to the provision of these services. In the event of refusal to conclude such an agreement, the dispute arising from this is determined by the President of the Energy Regulatory Office by way of an administrative decision.
