Summary/Abstract: The article discusses some of the methodological issues that arise when analysing the implementation of risk management in local government units. The thesis that research on the implementation of risk management by local government units based on surveys does not give reasonable results is justified by analyzing the research discussed in the scientific literature, a critical literature review and basing on author’s own professional experience. The author proposes a research methodology based on interviews and document analysis. The questionnaire is allowed to be used as an auxiliary tool. Application of the proposed research methods is determined by the acquisition of technical knowledge and skills, as well as the reading of non-verbal communication.
