Summary/Abstract: Socio-economic development makes it still reveal new elements of safety, especially in the internal dimension of state activity. In this situation, public administration bodies are obliged to re-examine the process of ensuring safety. Article presents a dilemma level of government’s administration in the process Polish security management. From the standpoint of the functioning of central government administration bodies indicated the lack of reference to the strategic paper’s, in practice, to ensure security in the socio-economic state. It highlighted the lack of political stability and consistent implementation of strategic thought in the various levels of security. It pointed out the discrepancies in both naming of documents and the time horizon, how the adoption of these documents and procedures for the realization. The author believes that these dilemmas impede the development of a uniform system of planning and programming of national security.
