Summary/Abstract: The work assessed the relation of the price of the offer to the estimated value of the contract and the competitiveness for the insurance offered to the local government units by the insurers in the public procurement procedure. Spending of public funds through public procurement should be more efficient, understood as lower costs and better terms of insurance. It depends on the competition in the public procurement market which is measured by the number of tenders per order, the mode of order processing and the conditions of insurance. Insurance is a special service whose price depends on the insurance coverage (General Conditions of Insurance and applied exclusions) and damage history of the insurer. The work attempted to estimate, on the basis of the sample, the effectiveness of the awarded contracts.
