Quality and development prospects of the Administration in relation to the decen- tralisation process in Bulgaria

Summary/Abstract: The present study aims to establish the positions of the state and municipal administration and their assessment of the decentralization process in Bulgaria. The competencies and attitudes of the administration regarding decentralization. The degree of completion of the decentralization and development of the qualification of the state and municipal administration. A questionnaire was developed, which included questions related to the assessment of the decentralization in Bulgaria and the attitudes of the administration towards the process. The study includes 198 employees. The results defined difficulties in the decentralization process as well as ways to overcome them.
