Summary/Abstract: Today’s turbulent environment determines the development of human capital and appropriate implementation of employees’ competences in the process of managing organisations. Polish and German scientific libraries increasingly notice the importance of employees’ competences, and the development and management of competences are becoming one of fundamental instruments for human resources management in these institutions. Organisations’ activities that are based on employees’ competences, also in the case of scientific libraries, represent a task and challenge of human resources management in the area of the identification and development of competences that allow organisations to function effectively. This paper presents selected findings of studies which have been conducted in Polish and German scientific libraries to gather information about management of competences in scientific libraries in Poland and Germany and find out which instruments for managing human resources based on competences are used. The findings presented in the paper show how management of competences aimed at development of employees constitutes part of strategies of scientific libraries in Poland and Germany. Presentation of the issues from such a perspective enabled assessment of such institutions in terms of implementation of human resources management based on competences. This report aims to present the outcomes of the study, as well as to provide the answer to a question how the managerial staff in both Polish and German scientific libraries make use of human resources, based on competences. The main theme of this research paper has become the perspective of intensification of employees’ competences in these institutions and retention of the most efficient employees, as well as the ability to promote desired attitudes and behaviours, which aspire to the key success factors, also in scientific libraries.
