Service in Civil Defence in the Context of the Universal Duty to Defend Poland

Summary/Abstract: Civil defence in the 21st century should become an important basis for the national security. Unfortunately, in Poland there is still a tendency to marginalize the issue of civil protection during the war. Civil defence problems result not only from a wrong organization and lack of a specific model of its functioning, but also from the fact that the civil defense service has been suspended, resulting in wrong preparation of civilians for defense during the war. The paper examines the issue of service in civil defence in confrontation with the idea of the universal duty to defend Poland. The paper also aims to answer the question about the prospects for the organization of this service, taking into account challenges and threats.
