Problems Connected with the Present-Day Activity of National Intelligence Agencies

Summary/Abstract: The aim of this paper, which concerns the operation of intelligence in democratic countries, is to present moral problems connected with the activity of intelligence agencies from the philosophical and ethical perspective. It is neither a guide to intelligence working methods nor a presentation of the selected special operations and principles of intelligence reconnaissance. The paper avoids mentioning particular cases and instead undertakes to show situations potentially arising during intelligence activities, especially with reference to the secret service, civil rights and liberties and fair competition in business. The discussed problems mainly pertain to civil rather than military intelligence.
