Summary/Abstract: In a knowledge-based economy, innovation and new technologies become a fundamental factors in building sustainable socio-economic development. As a consequence, the most innovative area of intervention is the innovation policy aimed at strengthening the competitiveness of the economy. In most highly developed countries, the regional level of innovation policy plays a prominent role in this process. The aim of the article is to analyse the evolution of regional innovation policy in the last two decades. The article describes the essence of regional innovation policy in order to indicate the differences between a policy based on the concept of regional innovation systems and a policy oriented towards the creation of smart regional specializations. The critical analysis of the subject literature and strategic documents of the European Union are the basic research methods of the article. The regional innovation policy has evolved from the emphasis on the development of the R&D sector as well as the increase in cross-networking and internationalization of pro-innovation activity through institutional and public management mechanisms to building smart specializations. The need to embed and link technological advantage with territorial resources is strongly emphasized.
