Internal Resources in Local Development on the Example of Podlaskie Voivodeship

Summary/Abstract: The deepening spatial diversification of production, consumption, standard of living and social activity of citizens drew the attention of theoreticians of regional development to internal resources. Their importance in development was indicated only in the nineties of the twentieth century. The theory of endogenous growth indicates that there are internal factors of growth. Internal factors of growth encompass investing in technical and human capital. Internal resources become an active development factor when companies use them in the management process. Regional economic policy endeavour to constantly seeking foreign investors. Numerous publications treat investment attractiveness of regions and the possibilities of its improvement. The aim of the article is to present internal resources as development factors and to indicate the role of local entities activating the region’s resources, with particular emphasis on the Podlasie region. The scope of the study covered period of years 2007–2015. The statistics of gross value added, as a measure of resource use, and company rankings on the national and regional scale were used. The results of the study indicate internal resources as the basis for the development of the region and the negligible importance of foreign investment. The effectiveness of the region’s local investment expenditures does not differ from the average national level. The largest Podlaskie companies are private Polish property. Of the nine companies mentioned, four have the form of a cooperative. It is worth emphasizing the accumulation of resources in cooperative enterprises and their role in local development. The regional development strategies should appreciate the role of domestic enterprises and take them into account in investment planning, rather than focusing on investment attractiveness for foreign investors. In their opinion, the Podlaskie Voivodeship market with a small population (1.2 million, 3% of the country’s population) affects allocation decisions.
