Summary/Abstract: The budget is one of the most significant instruments for addressing the needs of the largest part of public expenditures. The Document on Economic and Financial Planning (DEFP) is the first legal act in the process of making and adopting the budget of the Republic of Italy. This financial and legal act is the foundation of the prospective state budget. The decision of the Italian Parliament to approve the Document on Economic and Financial Planning serves to establish the guidelines on the grounds of which the Government is obliged to make a Draft Financial Act and a Draft State Budget (for one year and for a number of years). The current system of budgetary control in Italy includes three basic forms of control: the control exercised by the Court of Accounts (Corte dei conti) as an institutional, external, independent and professional control over the consumption of the budgetary funds; the administrative (internal) and preventive control exercised by the General State Auditors within the Italian Ministry of Finance, and the political control of the Italian Parliament as the ultimate form of control of the national monetary funds in a contemporary democratic state.
