Summary/Abstract: Free access to information allows a direct supervision under actions of democratically elected representatives and all holders of public authority. A right to free access to information of public importance is a fundamental human right. Free access to information of public importance is a condition for efficient and qualitative use of almost all other human rights and freedoms. Right to information and freedom of information is a fundamental human right, which belongs to the "third generation" of human rights and freedoms. This right is essential for citizens’ control of authorities and is the basis of openness, transparency and acts of public authority holders. It is a natural right that can’t be denied to anyone, a right of a man to know, the right of people to know what is happening in society and to have accessible information from which depends their living and working environment, their legal-political and state-legal environment, their future and prosperity of a complex social system.
