Summary/Abstract: In this paper I try to show how Popper’s suggestion to change an optimistic assumption about politicians can help us to understand better the approach I undertake in order to reveal the importance of public policies as the main criterion for assessing compliance social contract between the government and citizens. This paper has three parts. The first two are of considerable extent, the latter will be shorter, but essential in achieving the purpose of this paper economy just mentioned
