Summary/Abstract: The citizens' involvement in the process of strategic planning needs to be more than a simple participation of community representatives. Within the economic development process it is necessary to consider the variety of interested groups and also the motivation of these groups. For example, the groups can include tradesmen, investors, estate agents, bankers, owners, representatives of workers, environmental groups, and community representatives who will be affected by the consequences of the development.
