Summary/Abstract: The creation of the State Duma and the reform of the State Council in 1905–1906 led to the modification of the governing system in the Russian Empire. The norm-setting powers of the Emperor were limited. This article examines the effect of the change and describes the interaction between the State Duma, the State Council and the Emperor in the post-reform legislative process.
