Summary/Abstract: In the article the author has examined the specific conditions of public administration functioning in the zone of anti-terrorist operation. Also it was mentioned that the condition of hybrid military conflict in which Ukraine appeared, requires extraordinary decision making. In order to form specific decisions on the basis of technologies of civil-military collaboration, this work studies the process of building and improving the network of military-civil administrations.
