Summary/Abstract: In any generation there are only ever a few people who can be said to have made a significant contribution to the diverse fields of academia, legal private practice, public policy, and law making. Professor Norman Palmer Q.C. (Honoris) was one such person. Norman’s career in the law was extremely varied but he was well known, in different circles, for significant contributions to all these areas.
