Summary/Abstract: Commonly the Austro-Hungarian decision on the war against Serbia including the eventuality of a world war is dated with the conference of the ministry of July 7 1914. The checking of the documents of the k.u.k. Ministry of Foreign Relations makes evident, that the real motive for the new activism in Balkan Policy were the Russian intentions for a new organization of the Balkan territories under protection of St. Petersburg against the domination of the Ottoman Empire and Austria-Hungary. It seems therefore considerable that the visit of Csar Nicholas II. and the Foreign Minister Sazonov in Constanza in the first days of June was the turning point for Vienna’s policy to prevent the danger of a renewed “Balkan-Bund” .
