Summary/Abstract: The educational process implemented in Southern Bessarabia following the Union with the Romanian State underwent the trails of being strenghtened in a multicultural society, along with a series of specific difficulties. The beginning of the XXth century, an unsettled period after the manifestation of significant historical events, composed an unstable social environment especially among the younger generation, which was distinguished through a large number of orphaned, abandoned and ill-educated children. The education of the young generations as one of the main goals of the Romanian State on its way to the formation of a unique national identity in Bessarabia brings about a series of educational laws in which a special place was occupied by the children placed in the care of the State. As yet there are no special studies related to the entire educational system of South Bessarabia, instead we know common cases that were specific to the whole province. By studying real cases of ordinary men, we can easily see the efforts made by the Romanian State together with Izmail County's local government in order to resolve all issues related to children orphaned or abandoned in the unitary educational system.
