Summary/Abstract: At a time of strict isolationism, President Woodrow Wilson had argued that, since world security and national security are entwined, the United States of America had to get involved in the fight against global threats; thus, his doctrine proposed a reactive type of interventionism. Although President Bill Clinton’s doctrine had its roots in the Wilson doctrine, he understood its vulnerabilities in the new, globalized world, and the necessity for an extensive reform in defense, aimed at foreseeing, preventing or abruptly ending conflicts worldwide, a pro-active type of interventionism that best suited the new world security architecture. This article highlights not merely how this switch was set into motion, but also how the United States of America have been reacting to global threats.
