Summary/Abstract: economic development. In this regard, in 1992 UN’s Agenda 21 stated that “energy is essential to economic and social development and improved quality of life”. Oil and gas continue to be the cause of both cooperation and disputes/confrontation between the actors of the international system on their ownership and control, access to them, supply, distribution and use, having a greater role in shaping economy, security, foreign policy and priorities of the states.Despite reactivation of classical “catastrophist” vision of the 19th Century, drawing attention to global anarchy and depletion of material resources, the Earth’s energy future is not as bleak since it is exploited a relatively minor percent of energy resources in relation to the available resources of our Planet (atmospheric, solar, in the Earth’s crust, deep underground, etc.). The problem of a not too distant future will be not that mankind will have no more energy resources, but how this continue competition for hydrocarbons will be managed and how energy interests will be harmonized on national, regional and global level.
